Qualifications 

 

This position provides support for the DDG 51 Backfit Modernization MCS Software Development and Testing effort which includes oversight for, but not limited to, program management, schedule adherence, earned value management, software development metrics, software requirements management, and software testing. The employee shall interface with PMS 400F/FRC1/FRC6, LBES, other program office contract support and LMSTS by actively participating in DDG-M software milestone reviews, and program level meetings. This effort shall include onsite monitoring (Orlando, Fl.) of vendor development activities to ensure program goals and contractual requirements are realized. The analyst shall monitor software development with respect to the published Integrated Master Schedule and evaluate and changes/impacts to the schedule which may have a negative impact on the program. Additionally, the employee shall review the vendor¿s earned value metrics and shall report to the PMS 400F program office any negative trends found. The analyst shall review any software development metrics published by the vendor and track progress against the advertised baseline. The employee shall address to the program office any areas of concern as related to the development metrics. The analyst shall become familiar with the baseline B1 and B2 software requirements and the overall requirements documentation being developed by the vendor. The contractor shall be available to monitor onsite software testing. The employee must participate and provide contractual and program management oversight for, but not limited to, the following meetings:  Milestone review meetings like PDR, CDR, Test Readiness Reviews, etc, Software Development metrics meetings, and Requirements IPT¿s Travel as Required to following locations; Naval Sea System Command ¿ Washington D.C. and

Naval System Engineering Station ¿ Philadelphia, Pa. 

 Qualifications 

 DoD Operational or Program Management experience,

Working knowledge of Contracts and Law, Master Degree (Juris Doctor preferred),

Familiarity with the Navy, NAVSEA and specifically SEA 21F / PMS 400 and

10 Years experience with the military, project management and Law

Looking for strong candidate to join a small team of researchers and analysts providing support to military research and operational experimentation efforts. Candidate will lead or support projects that span the range of the research and development lifecycle including concept development and requirements analysis; support to modeling and simulation; design and execution of operational evaluation/experiments; analytical support and production of briefs and reports; and transition support to program of record status. Position duties include interfacing with military user groups and communities of interest, soliciting expectations and requirements from users and sponsors, collaborating with software and hardware teams to establish operational requirements, creating test and experimentation evaluation criteria and schedules and executing research and experimentation efforts. Candidate will be responsible for writing professional quality reports describing all aspects of the research and development life cycle, to include: annotated literature review of relevant theories and evidence, experimentation and evaluation plans, and after action reports/research reports and briefs.

Candidate will also be expected to support project management activities and to lead or support business development efforts. Project management duties include support to the development and administration of project plans, budgets, schedules, and performance requirements. Business development duties include identifying, qualifying and responding to relevant marketing opportunities. Candidate will work independently and as a member of a team. Travel (primarily CONUS) is required; candidate may potentially support several 1-2 week-long trips per year, as well as several 1-2 day trips. Some travel may require short term deployment (day trips) on maritime military vessels.

JOB REQUIREMENTS: Candidate must demonstrate well developed analytical and writing skills. Candidate must demonstrate proven ability via experience or advanced education/training to understand and respond to difficult and complex problems. Excellent written and oral communication skills required. Education: Advanced degree in operations research or a relevant social science field.
