 Job Description 

 Serves as a field polygraph examiner with the DOE Polygraph Program and conducts Counterintelligence Scope Polygraph (CSP) examinations in accordance with the Code of Federal Regulations (10CFR Parts 709), the Federal Psychophysiological Detection of Deception (PDD) Examiner Handbook, and other guidance on polygraph examinations as prepared by DOE and DACA.  The incumbent is expected to have not previously applied to receive certification as a graduate of the Defense Academy for Credibility Assessment (DACA) PDD Program.

 

The incumbent acts as an independent contributor, fully functioning and fully knowledgeable of the theory and principles of the specialized field of polygraph examination.  Incumbent uses innovative approaches to develop solutions to complex counterintelligence problems within established policy.  The incumbent works with assigned senior examiners to develop individual skills as a field examiner associated with conduct of counterintelligence polygraph examinations and mission planning.  This position is based in the Albuquerque, New Mexico Test Center.  There is an expectation for the candidate to make a two year employment commitment upon successful completion of the approximately six-month DACA polygraph certification program in South Carolina.

 

Guidelines are regulatory in nature and include DOE, DoD, and PNNL level policies. The employee routinely makes judgments from the interpretation of sparse guidance and inference to polygraph. The incumbent applies broad knowledge of intelligence policies and directives with limited existing polygraph guidance to authorize or validate specific polygraph testing procedures best suited to the existing circumstances. The incumbent develops an appropriate plan of action from a variety of available options. The employee assesses results and proposes strategies designed to meet the unique requirement of individual cases and makes subjective evaluations about the detailed procedures and actual methodology applied to the conduct of intelligence polygraphs. The employee is empowered to make decisive interpretations on the nuances of applied procedures. 

 Minimum Requirements 

 Bachelor's degree plus 7 years of experience or advanced degree plus 4 years of experience.  Independent contributor.  Fully functioning, fully knowledgeable of theory, principles and practices.  Broad based generalist or an in-depth specialist.  All staff at the Pacific Northwest National Laboratory must be able to demonstrate the legal right to work in the United States. 

 Qualifications 

 Assignment at this level requires a technical proficiency of the professional skills and principles associated with polygraph. Incumbent must be fully knowledgeable and of all applicable polygraph methodologies including evaluation of polygraph charts (physiological data), test question construction, selection of test methodology, and effectiveness of post-test questioning. The incumbent will use his/her knowledge to interpret the accuracy of field results and provide specific guidance and recommendations for modifying basic procedures to resolve particularly challenging or unique cases; will comply with ethical standards in the conduct of each polygraph examination and may be required to use broad interpretations of existing policy.

 

The applicant must have the following qualifications:

– A bachelor's degree from an accredited college or university, in criminal justice, security management, or related field. Advanced degree is preferred

– A minimum of 7 years recent experience in the counterintelligence polygraph field or in several polygraph fields through wide and varied exposure subject areas such as, law enforcement, counterintelligence investigations, pre-employment applicant screening, and/or polygraph testing (yet, not previously attempted Federal certification via DACA).

– Self-motivated, possess good judgment and decision making, planning and problem solving skills;

– Strong interviewing and interrogation skills; excellent verbal and written communication skills.

– The ability to obtain and maintain a DOE “Q” security clearance, special accesses, and have already completed or have the ability to successfully complete a counterintelligence scope polygraph. 

– Within approximately 1 year from the date of hire, the incumbent is expected to be:

– Attended and successfully, received certification as a graduate of the DACA PDD Program.  The position requires incumbent to remain current with regard to the continuing education requirements of the Federal Polygraph Continuing Education Certification Program

– Knowledgeable of the federal polygraph standards and able to interpret and apply standards to all federally recognized testing formats.

– Knowledgeable of the current federal test data analysis (TDA) criteria and able to independently and objectively implement TDA procedures.

– Proficient in the use of the Lafayette computerized polygraph instrument;

– Proficient in determining employment of polygraph countermeasures and the use appropriate of measures to counter them. 

– Knowledgeable of current polygraph theory and principles; and associated aspects of human psychology and physiology.

Within the first year of joining PNNL, the selected candidate will be expected to complete DACA polygraph certification program in South Carolina.  The duration of this program is 4 – 6 months. 

 

This position requires the ability and willingness to travel for business purposes. The position will, in exigent or emergency situations, demand work on the weekends and at irregular hours. Due to the nature of the business, the position may be stressful. Actual physical demands are limited to sitting, standing, talking, occasionally pushing/pulling/lifting up to 50 pounds, climbing multiple building levels via stairways, and speaking in a controlled manner.

 

This position requires the ability to obtain a federal security clearance in a timely manner.  Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.  All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing.  In addition, applicants must be able to demonstrate non-use of illegal drugs for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).

 

Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs for 12 consecutive months can be demonstrated.
