Responsibilities
1. Responsible for the cost, schedule, and technical performance of the assigned program from inception through completion
2. Manage technical and administrative staff and provide ongoing direction in the performance of the assigned program
3. Develop and monitor program plan including time and cost estimates
4. Ensure project outputs are delivered on schedule and within funding
5. Establish milestones and monitor adherence to program plan and schedule, identify program problems, and obtain solutions, such as allocation of resources or changing contractual specifications
6. Prioritize workload and determines staffing levels and any adjustments in staffing
7. Maintain a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities
8. Review reports and briefings prepared by technical staff for quality
9. Prepare and deliver formal briefings
10. Ensure that appropriate training is delivered to program staff
11. Establish and maintain effective relationships with customer and other outside agencies
Qualifications
BA/BS degree plus 10 – 15 years of professional experience, preferably in a research and development (R&D), science and technology (S&T), and/or program management environment. Previous Naval support experience desired, but not required. Outstanding analytical, written, and verbal skills. Flexibility in supporting long-term projects and short-term tasks. Proficient in the use of MS Office Suite. Experience in summarizing detailed data. Communicate financial information effectively, both orally and in writing, to Mangers without a financial background.

JOB DESCRIPTION:
Provide Strategic Communications support to the JIEDDO-JCOE.
Responsibilities encompass developing an overarching strategic communications plan; coordinating internal and external communications to ensure consistency of message and to maximize efficiency; directing media relations and providing materiel production support.
Develop JIEDDO JCOE Communications Plan (and Information Campaign) to reinforce JIEDDO HQ Stratcom Communications Plan; Develop JCOE JOFG metrics.
Facilitate a Working Group to plan and execute JCOE Outreach efforts; attend JIEDDO-JCOE outreach events to validate metrics and enhance success

Must be capable of identifying, tracking and conducting appropriate speaking opportunities for JCOE leadership, developing presentations and coaching speakers for same, and developing written communication materials.

' Operate simulation model to model interfaces of fielded constructive federations and gaming models and specifically the RTI for JLCCTC MRF-C/W and ERF, and JLVC federations.
' Participate in simulation federation/model beta, integration and regression testing of all fielded constructive and gaming federations/models. Testing includes database creation, system administration, functional operation, and test case creation and feedback. All testing includes and account for battle command integration requirements in conjunction with the contract and be to the standards as directed and in accordance with Government requirements.
' Operate Live Virtual Constructive Gaming (LVCG) interfaces to BC systems. Operate simulation model to model interfaces of fielded constructive federations and gaming models and specifically the RTI for MRF-C/W federation. Data passed is useable to the training audience.
' Participate in the Joint Exercise Life Cycle and provide input to exercise technical planning. Input is technically achievable and meets commander's training objectives.
' Provides liaison to identify and coordinate intelligence training objectives for input to and development of exercise design in conjunction with JELC cycle in support of commander's training objectives.
' Execute the integration of current and new systems and capabilities.
' Provide planning support for integrating new systems and capabilities. System integration includes modifications and upgrades to the existing systems.
Mental/Physical Requirements:
– Ability to perform tasks under deadlines.
– Superior analytical and problem-solving skills.
– Ability to work with senior Government and Industry leaders.
– Must have a very high degree of attention to detail.
– Must be capable of working at a computer terminal for extended periods.

– Must be capable of transporting and lifting 50 pound boxes of documents and equipment.
– Must be able to travel unassisted foreign and domestic.
Applicant selected will be subject to a government security investigation and must meet eligibility requirements for Top Secret/SCI access.
Education/Experience Requirements:
' A Bachelor's degree and 3 years of specialized service. Substitutions in education and experience will be allowed in accordance with Army in Europe regulation 715-9.
' IA certification may be required, depending on level of system architecture and specific engineering duties assigned: Level 1 & 2 ' CISSP; Level 3 ' ISSEP or ISSAP.
' Expertise in implementing software systems engineering process, including development, integration, and testing process is required.
' Experience with US DoD modeling and simulation, and chemical and biological defense programs is highly desirable
' Experience with Joint Exercise Life Cycle is preferred.
' Ability to document and update processes.
