***  The Surface Navy Association (SNA) Scholarship program is an annual
activity that SNA is very proud to offer to our members’ dependent children
and spouses for undergraduate and graduate education.  The academic
achievements of our scholars are impressive and our current year’s renewal
GPA (for those asking for a second through fourth year of
support) was 3.64.

An SNA Scholar receives an academic scholarship based on demonstrated
leadership, community service, academic achievement and commitment to
pursuing higher educational objectives. Our criteria require that an
applicant be a child, stepchild, ward or spouse of a current SNA member who
is a Surface Warfare Officer or Enlisted Surface Warfare Specialist or
Officers and Enlisted members of the Coast Guard who’ve earned a permanent
Cutterman’s pin, with three years of sea time.

With humble beginnings in 1995, with one scholarship for $500, we now award
over $120,000 per year to 60 total individuals.  In fact, since
2002 we have provided nearly three quarters of a million dollars in
scholarship support to our members and families.

This past year, SNA received over 50 applications and was able to award
scholarships to 17 of these outstanding new applicants. With your help, we
can continue to grow this exceptional program. SNA is currently accepting
donations for the scholarship fund online at:

The Surface Navy Association greatly values any donation and all donations
are tax deductible as SNA is a 501(c) 3 organization. As an example of the
financial clout we can have together, if every member gave just $25, it

important way for us to invest in the futures of the families of our
nation’s Surface Warriors.

accredited university and at least 20 years experience working in the DoD.

DoD RDT&E strategic plan. Demonstrated ability to collaborate effectively

priorities. Demonstrated ability to enable CENTCOM to collaborate with OSD

Duties

Under the direction of the Subcontracts Manager, the SA is responsible
for:

Compliance – Oversight and Administration (including OCI, COI, Ethics, Reps
& Certs, etc.):

Administers Subcontractor Annual Representations & Certifications (Reps &
Certs)

Sends them out to Sub to be filled out and signed

Upon receipt, updates in Subcontractor database, files Reps & Certs in
subcontractor file

Administers Subcontractor Certificate of Insurance (COI)

Follows-up with subcontractors who have not submitted COIs per subcontract
requirements

Updates receipt of COIs in Subcontractor database, files COI in
subcontractor file

Administers annual Business Ethics Code of Conduct mailing to subcontractors

Subcontracts – Oversight and Administration

Assist in co-ordination of Requests for Consultant/Subcontractor Support
worksheets from the Requesting Activities (PMs and others), and subsequently
authorized by the assigned Contracts Administrator, making sure all
attachments are also received

Drafts and administers various awards/modifications from administrative (no
change in price or delivery) to complex detailed task order
awards/modifications for domestic and international
subcontractors/consultants.

Maintains the files for the Subcontracts Department, including:

Subcontract/Subcontractor files including:

Requests for consultant/Subcontractor Support worksheets

Attachments, including SOW/PWS, DD254s, etc.

Various agreements, such as:

Subcontract Basic Agreements & Work Orders

Independent Contractor Agreements (ICAs) & Work Orders

One-Time Subcontracts

Task specific correspondence with subcontractors, consultants, Requesting
Activity, PM, A/P, Business Managers and others within the company

Subcontracts Department Policies and Procedures files

Assists the Subcontract Manager in maintaining and coordinating any CMMI
subcontractor data and documents in SharePoint

Updates the Subcontractor database with all changed/updated data (value,
funding, labor hours and dollars, PoP extensions, etc.), upon receipt of
executed documents (awards, modifications, etc.),

And other duties that may be assigned by the Subcontracts Manager

Qualifications

Must have at least 3-4 years experience in an administrative and/or
subcontracts/contracts role.  Must have a positive attitude, with excellent
verbal and written communication skills, dealing with internal and external
customers.  Experience in Microsoft Word and Excel.  Must be detailed
oriented in managing paper and electronic files.

Preferred Education:  Associates Degree (Business Administration major,
or a related field).   Some college (Business Administration major, or a
related field ), and additional administrative and/or subcontracts/contracts
experience in lieu of degree, may be considered.

Duties
Bowhead is looking for a Communication Coordinator to support NAVAIR in
developing, coordinating, implementing, and/or administering
communication programs for internal and external audiences. The
Coordinator will implement and administer a full range of communication
products responsive to organization objectives, including presentations,
publications, web pages, speeches and scripts.  Duties will include:
•Assisting with planning, process development and major initiative
oversight.

releases.

•Drafting and copy editing news releases and feature articles for media
release.
•Performing research, conducts interviews.
•Writing and editing copy and obtaining release approval for resulting
articles.
•Writing speeches and scripts for senior NAVAIR officers.
•Assisting in media and risk management training.
•Designing and laying out marketing publications and monitors Web sites.

•Assisting with developing and implementing special events and exhibits.

•Developing and editing presentation materials.
•Supporting publications with photographic services as required.

Required Skills

Bachelor’s degree in Communications, Journalism, or other related field.

4 years of Communications experience.

Thorough knowledge and demonstrated experience of the Associated Press
(AP) style of writing.

Ideal candidate would be familiar with NAVAIR and/or public affairs
support.

SECURITY CLEARANCE REQUIRED: Must be able to obtain a favorable NACI.
