A new annual essay contest supported by the Marine Corps Association and Foundation and named for LtCol Earl “Pete” Ellis invites articles that focus on preparing the Marine Corps for future conflict through a wide array of perspectives ranging from doctrine, emerging threats, capabilities, technological advances, and operational concepts. The contest is named for the amphibious visionary, LtCol Earl “Pete” Hancock Ellis, who was the brilliant planner who foretold the struggle for the Pacific 20 years before World War II. His ability to assess the uncertain security environment and its impact on U.S. economic and national security spawned the development of a series of concepts, doctrine and, eventually, a hallmark capability for Navy-Marine Corps amphibious operations. This essay contest is established in keeping with LtCol Ellis’ visionary approach to expeditionary warfare.

The purpose of this contest is to stimulate strategic thinking. It is open to anyone, civilian or military, who is interested in expanding the dialogue with creative ideas and solutions as to how a fiscally constrained Navy-Marine Team can effectively execute the full range of naval amphibious operations in the future threat environment.

To qualify, entries must propose and argue for modification or introduction of new concepts or materiel solutions to address future operational challenges. Authors must provide qualitative reinforcement to compel further exploration of the topic. The inaugural theme for 2012 is an operational focus on the role of the Navy-Marine Team as a crisis response force in the uncertain security environment of 2015–24. Articles should address topics ranging from new operational concepts, force composition, and materiel solutions that broaden our littoral maneuver and amphibious operations capabilities.

Manuscripts should be typewritten, double spaced, and range in length from 2,000 to 3,000 words. The text should be in Microsoft Word format (include disk when submitting by mail) and include a cover page with the title of the essay, author’s name and mailing address, and identification of the essay as a Pete Ellis contest entry. The author’s name should not appear anywhere but on the cover page. The title should be repeated on the first page of the essay. Entries should be submitted before 30 June to the Editor, Marine Corps Gazette. E-mail entries are acceptable and preferred with the article appended as a Microsoft Word document and should be e-mailed to gazette@mca-marines.org. Members of the Amphibious Capabilities Working Group will judge the contest in July and notify all entrants as to the outcome shortly thereafter. Prizes include $5,000 and an engraved plaque for first place and an engraved plaque for second place and honorable mention. All entries are eligible for publication. The winning entries will be published in the Marine Corps Gazette.

Duties

 

1. Serves as the recruiting expert and advisor to the organization for all staff needs. Be a consultative resource, active member, and a trusted advisor to the leadership team. Partner with key leaders in the recruitment of senior level positions and strategic hires.

2. Carry an active recruitment load to include requisitions for management, technical, and administrative vacancies.

3. Coach and mentor staff, set goals, objectives and development plans, provide opportunities for career growth and give regular feedback on progress.

4. Engage and manage contractors as needed to complement staffing in periods of high demand, to ensure effective service delivery and balanced workloads.

5. Oversee the recruitment process for all hires. Work with recruiting team and hiring managers to create search strategies, craft job descriptions, market the opportunity, screen candidates, tailor the office visit process, recommend compensation, check references, and negotiate offers. Provide tools and training to hiring teams on candidate evaluation and interview methods to ensure effective screening of recruits.

6. Monitor the recruiting workflow and provide direction for prioritizing the requisition load to ensure attainment of service level expectations.

7. Build a candidate pipeline for future positions through specialized programs and targeted sourcing channels. This includes creating a mechanism to expand and track networks/contacts, alumni and potential candidates.

8. Oversee web-based applicant tracking system utilization and maintenance. Ensure proper training of staff, clarity on roles, responsibilities and processes. Provide direction on capitalizing on system capabilities to manage workflow, streamline processes, and produce metrics and reports.

9. Manage recruiting budget (e.g. placement fees, temporary staffing costs, ads, employee referral award, etc.). This includes establishing the recruitment budget and ensuring effective oversight, tracking, monitoring and reporting of costs throughout the year, and approving contracts and expenditures. Negotiate fees with vendors, reviewing contracts, and identifying cost savings opportunities.

10. Align recruiting activities to enable the execution of the organization’s business strategy. Identify opportunities for improvement, gain support and buy-in from key stakeholders, implement enhancements, and measure results. 4.5+ years of supervisory experience.

5. Experience using advanced candidate assessment and behavior-based interviewing methods, process mapping techniques, and manpower planning processes.

6. Demonstrable experience using an applicant tracking system (Taleo desired) to enhance recruitment capabilities, Excel to produce quantitative measures against established metrics, and PowerPoint to develop presentations.

7. Experience in other areas of HR helpful but not essential (Affirmative Action planning, job classification, wage administration, etc.)

8. Excellent oral and written communications skills.

9. Superior interpersonal skills.

10. Ability to multi-task effectively.

11. Infrequent travel; periodic visits to field sites and to run recruiting events will be required.

•Compute requirements, determine allowances and research, and identify material requirements for a CONUS detachment and several geographically-separated FOL

•Track and manage personnel rotations into and out of geographically-separated FOL using the Installation Deployment Readiness Center (IDRC) SharePoint site, squadron deployment waterfall spreadsheet for pilots and sensor operators, and the squadron deployment roster

•Liaison to ACC, the 9 RW, and FOL on all aircraft deployment issues to identify and report personnel and equipment requirements to HQ ACC for Steady-State operating locations

•Liaison for identifying the logistical requirements for MC-12W Enroute Support Team (ERT) deployments

•Advise and assist with the inputs to operational planning documents including the Time Phase Deployment Document and List (TPFFD/TPFDL) and War and Mobilization Plan (WMP).

•Advise and assist with the development of Designed Operational Capability (DOC) statements for planned utilization of reconnaissance war fighting resources

•Establish and maintain liaison with the Installation Deployment Officer (IDO) or Logistics Representative

•Coordinate all unit deployment planning actions and training with 9 LRS/LGRD Installation Deployment Readiness Cell (LGLX)

•Assist with the management of the Unit Deployment Control Center (UDCC)

•Maintain Personnel Readiness Folders (PRFs) for all members subject to deploy

•Monitor and coordinate the unit deployment training program

•Maintain Personnel Readiness Folders (PRFs) for all members subject to deploy

•Coordinate and work with Government UDMs to ensure a sufficient number of deploying personnel are trained in squadron deployment tasks

•Coordinate and work with Government UDMs to ensure unit supervisors document deployment training in appropriate training records

•Prepare, coordinate, and report Status of Resouces and Training Systems (SORTS) data

•Act as a focal point for overall readiness within the squadron

•Track all limiting factors (LIMFACs) with the unit SORTS monitor

•Maintain proficiency in the use of LOGMOD

•Maintain the unit’s cargo database in LOGMOD UDM Module

•Serve as a member of the Deployment Process Working Group as required

•Complete all actions in support of deployment operations and exercises – Prepare to Deploy Order (PTDO)

 

REQUIREMENTS:

•Must have a Security Clearance: TS/SCI

 

EXPERIENCE (KSAs):

•Experience may be completed either serially or concurrently

•Minimum of eight (8) years operational experience within an Air Force flying squadron, to include acting as the primary UDM for a minimum of six (6) years

•In depth knowledge of LOGMOD and all other deployment logistics databases or software programs listed in section 4.4. of this PWS

•Working knowledge of operational flying squadron aircrew currency requirements, rated and non-rated pre-deployment training requirements, and ability to validate readiness of squadron members against squadron DOC statement

•Working knowledge of MS Office products
