Functional Responsibility:
The Contractor shall provide senior level functional expertise support and the development, preparation, review, analysis, coordination and maintenance used in planning, programming, budget and execution processes for a support contract. Provides and demonstrates expert knowledge to ensure command wide requirements are supportable and defensible to the standard of the CBJB, CJB and Army MDEP. Prepares budget justification documents for the National Intelligence Program, Military Intelligence Program, the President’s budget and the five-year Defense Program requests. Compiles and analyzes data from various components and provides products to the Office of the Under Secretary of Defense (Intelligence) and the Director of National Intelligence. Makes recommendations concerning supplemental funding needs, submits requirements, and monitors funding. Adjusts resources in the National/Military Intelligence Program, as required, to accommodate revised thresholds and priorities.
Generic requirements are;
• Assist with the Intelligence Resource Management Process.
• Assist with resource management oversight.
• Assist with budget programming.
• Familiar with the National Intelligence Program (NIP) and Military Intelligence Program (MIP) and components.
Functional Responsibility: The Principal Program Analyst is a functional and subject matter expert (SME) who analyzes client needs to determine functional requirements as they apply to client systems or solutions. Under the direction of a Project Manager, he or she leads complex, enterprise-wide engagements, oversees planning, client problem solving, and recommendation development. He or she may work independently or with other program analysts to incorporate functional requirements into new or existing management systems and may remain involved through the design and final implementation of the resulting systems. Upon implementation, the Principal Program Analyst may be on-site with client agencies to support reports and analysis derived from new system applications. The Principal Program Analyst demonstrates exceptional oral and written communications skills.
Required Experience: At least five (10) years experience in consultation and facilitation professional services to US Government agencies, with concentration on the Department of Defense (DoD) Planning, Programming, Budgeting, and Execution (PPBE) system and Agencies of the United States Intelligence Community, and/or with a concentration on the National Intelligence Program (NIP) Capabilities Programming and Budgeting System (CPBS).
Required Education: B.S./B.A. degree in an associated discipline, M.B.A., M.S., or M.A. desired.

The Marine Structural Engineer will design and implement structural and mechanical systems, assemblies and components used in AUVs and the handling of AUV’s manufactured by Bluefin Robotics. The successful candidate will develop designs, addressing performance, safety, manufacturability, maintainability and cost, from concept through final production. Bluefin’s customer base spans government, commercial, academic and research entities, and the engineering processes employed must effectively support this diverse client base and a variety of product delivery scenarios.
Responsibilities:
•Conceptualize, develop and design vehicle lift systems and lifting-related components, pressure vessels, and other subsystems and components to meet requirements of Bluefin new product programs, and perform sustaining engineering for existing systems.
•Identify appropriate factors of safety based on engineering design considerations, application, and recognized standards such as ABS and DNV.
•Perform hand calculations, detailed structural modeling and FEA as needed to verify designs meet performance, strength, safety, and environmental requirements (lifting loads, factors of safety, handling of vehicles in various sea states, depth/pressure, temperature, weight, buoyancy)
•Conduct analyses and trade-off studies in support of concept development and detailed design, to address performance, manufacturability, and cost.
•Select materials and processes and manage dimensional tolerances to support supply chain constraints and manufacturability/cost targets.
•Support business development by providing first-pass design and analysis of new product concepts for bids and proposals.
•Assist in the development of in-house design tools, methodologies and expertise
Required Experience and Qualifications:
•Minimum BSME or similar (MS preferred), with minimum 5 years relevant marine design experience.
•Direct experience with design of lifting systems and related gear, deep sea pressure vessels, underwater vehicles, and PBOF cabling and connectors
•High level of proficiency with 3D CAD modeling software such as SolidWorks (preferred) or Pro/ENGINEER, as well as structural design and analysis, particularly FEA tools such as ANSYS and SolidWorks Simulation (COSMOS).
•Familiarity with a wide range of industry-standard part fabrication and finishing methods and technologies, particularly for the marine environment; understanding of deep-sea vehicle design issues such as: effects of pressure, aging and fatigue of materials and galvanic corrosion protection.
•Excellent written and verbal communication skills, as well as proficiency with Microsoft Office and tools for documentation of engineering calculations such as Mathcad.
•Capable of obtaining a US Department of Defense Security of Cleanance, and willing to do so if requested.

Background:
UK Trade & Investment (UKTI) is a joint Government Department of the Departments for Business, Innovation and Skills (BIS) and the Foreign & Commonwealth Office (FCO). Its role is to work with UK-based businesses to ensure their success in international markets, and encourage the best overseas companies to look to the UK as their global partner of choice. The Defense & Security Organization (DSO) within UKTI is a mixed civilian and military team with specific responsibility for assisting UK defense and security companies to export their products and services overseas.
The position is based in the British Embassy, Washington although travel across the US will be required as well as occasional travel to the UK.
Duties and Responsibilities:
The successful applicant will provide direct support to the US Homeland Security (HLS) team and UKTI DSO team in London. Specific duties will include:
-Support DSO to reach UK companies speaking at UK events delivering the message of the complexities of getting into this market.
-Following trends and business opportunities by gathering market intelligence to support the US HLS network team and DSO to deliver support to UK PLC.
-Working with US HLS team to provide market intelligence, in advance of UK trade delegations to major US security shows supported by DSO.
-Promoting UK security products and services to the US Government and private sector purchasers.
-Establishing and maintaining strong links into state and federal security and law enforcement departments in order to understand their equipment requirements.
-Providing strategic and tactical advice to British security companies seeking to enter the US market.
-Hosting and organizing events, working with the US HLS team including trade missions, seminars and visits of US security officials to the UK.
-Liaising with UKTI and other British Embassy staff in support of security export efforts.
-Developing an understanding of available market opportunities to develop a prioritised listing of target organisations and developing a high level of understanding of them and their processes, including relationship-building with key individuals.
Minimum Qualifications/Experience:

Applicants should have significant security experience gained in either law enforcement or other government security role, preferably with experience of working for or with UK law enforcement organisations. They should have an understanding of law enforcement procurement processes and be able to demonstrate the ability to use this knowledge to help UK firms partner with US agencies on security projects.

The post offers the opportunity to work closely with the UK’s security industry – one of the fastest growing sectors and to be part of UK Trade and Investment’s high performing teams across the US.
