Maritime Security 2013 West will bring together public and private stakeholders from all levels to discuss, learn and collaborate on strategies and technology use in mitigating security threats posed to the maritime domain.

*** Ceremonial christening and launch of Perry’s Longboat
You are cordially invited to join the Maritime Museum of Sandusky and the Perry Group- Friends of Perry’s Victory and International Peace Memorial for the ceremonial christening and launch of Perry’s Longboat. The Longboat was commissioned by the Perry Group to be built for the 200th Anniversary of the Battle of Lake Erie. The boat was constructed by John Riddle of Riddle Boat Works and is currently being finished at the Maritime Museum of Sandusky.
The christening and launch of Perry’s Longboat will be held at the Shelby Street Boat Ramp in downtown Sandusky, Ohio on Saturday June 15th at 10:00a.m. It will coincide with the Maritime Museum’s Classic Boat Show at the Paper District Marina that same Saturday from 9am-5pm. The Longboat will later be taken to Put-In-Bay for display at the Perry’s Victory International Peace Memorial and used in the Bicentennial Celebrations over Labor Day weekend.
Come join us and the local community in commemorating our history and the important role it played on a national scale in 1813. This is a great opportunity to kick-off the Battle of Lake Erie Bicentennial Celebrations for 2013 and get a look at this beautiful Longboat before it sails into history!

Description of Duties:
Planning, Programming, Budgeting, and Execution (PPB&E) support, to include Financial Management, for the Office of the Under Secretary for Intelligence (OUSD-I) on the Chief of Staff’s (CoS) Budget & Contracting (B&C) Team. Portfolio to include: DUSD – Warfighter Support (all directorates); OUSD – Intelligence & Security (all directorates).Weekly financial reconciliation of databases. Research obligation discrepancies between OUSD(I)/IRMA-I and WHS/WAAS. Create and task the Obligation Status Report to OUSD(I) functional components. Process sub-allocation of resources documents. Reconcile weekly sub-allocation reports.
Provides program, budget, and financial management support to the Under Secretary of Defense for Intelligence’ Chief of Staff (CofS) office. Provides subject matter expertise to senior leadership on all phases of the DoD Budget Process. Responsible for all Planning, Programming, Budgeting and Execution (PPB&E) system cycles as it relates to the direct operating budget. Manages all PPB&E phases of funding, and provides technical advice and analytical support to the Chief of Staff. Develops budget review data requirements for inclusion in the budget submission as directed by instuctions issued by the Under Secretary of Defense – Comptroller (OUSD0C) and Washington Headquarters Service (WHS. Interprets complex legislative and regulatory policy guidance to determine effects on the Under Secretary of Defense for Intelligence’budget and programs, providing advice and guidance to Chief of Staff, Deputy Chief of Staff, Budget, and Management personnel of OUSD(I) to include internal Directorates, Direct Report Offices (DROs), making adjustments in allotments to affected programs and activities. Provides technical advice, and analytical support in identifying requirements, prioritizing resources, continually improving processes, and executing funds. Prepares unclassified and classified Budget Ehibits for multiple Program Elements across all Appropriations. Reviews Congressional Justification Book (CJB) dreaft submissions, providing editorial feedback and finalized entries. Solicits and gathers data to formulate responses for COngressional Requests for Information (RFSs). Provides independent recommendations to senior leadership regarding allocation of funding for mission related capabilities. Works closely with Intelligence Program Managers on the submission of financially sound, adequately resourced Military Interdepartmental Purchase Requests (MIPRs), Interagency Agreements (IAs), and Contracting funding packages and actions. Reconciles contract and program execution data to ensure the accomplishment of organizational goals and compliance with benchmarks set forth by the Under Secretary of Defense – COmptroller. Frequently interacts and liaises with members of the Intelligence Community, Defense Agencies, Combatant Commands (COCOMs) Field Sites, Special Activities, and Special Access Programs (SAPs).
Requirements for the Position:
•Requires Financial, Budget and Contract Support for all phases of the Planning, Programming, Budgeting and Execution (PPBE) process, as well as acquisition / contracting, through expert technical advice and analysis. Equivalent experience accepted.
•Knowledgeable of Microsoft Office suite.
•Detailed knowledge of EXCEL, PowerPoint and Word.
•Able to perform detailed financial analysis using EXCEL.
•Knowledge of intelligence funding (Military Intelligence Program).
•Familiarity with Congressional Justification Book. .
•Bachelors degree is required.
•TS/SCI Required.
