***  Out for Blood – The pursuit of life for the wounded on the fighting fronts of World War II

Blood and plasma may be the greatest gift of the “Greatest Generation”-their life’s blood given back at home for the wounded on the fighting front. They sent more than a million pints to war! And we will never know how many men and women walk the world today – or will do so in generations to come – because the life of a father or grandfather was saved by one of those gifts of a blood donor during World War II.

 

A radio show called Life to the Front, broadcast weekly over WEEI, the Columbia Broadcasting System’s New England network outlet in Boston, helped keep alive the connection between the home front and the fighting fronts.

 

Each week the broadcast was dedicated “To all the men of the armed forces of the United States… who – on every fighting front in the world – daily risk their lives in the service of their country……that they might live.”

 

Out for Blood includes first-hand accounts of actual participants in some of the war’s toughest battles, and features actual scripts from Life to the Front.

DESCRIPTION OF DUTIES:

 

  • Provide technical support to the Product Manager (PdM) Common System Integration (CSI) office within the Project Manager (PM) office for Unmanned Aircraft Systems (UAS). Serve as a Subject Matter Expert (SME) on a number of topics related to UAS, One System Remote Video Terminal, and the Universal Ground Control Station (UGCS) interoperability.

 

  • Serve as the lead for one of the Sub-Groups of the PM UAS Interface Control Working Group (ICWG) and provide oversight on several Integrated Product Teams (IPTs) and Tiger Teams chartered by the ICWG to focus on specific areas dealing with interoperability between aviation and ground systems.

 

  • Serve as the chair of an ICWG chartered Interoperability Profiles (IOP) Sub-Group supporting the development of v3.x IOP. Coordinate the development and staffing of Engineering Change Requests (ECRs) levied against the IOP with the ECR authors and SMEs.

 

  • Act as the PdM CSI Interoperability Co-Lead representative for the Joint Technology Center/Systems Integration Lab (JSIL) Certification Center responsible for IOP risk reduction and certification testing events for all PM UAS systems. Provide technical oversight of IOP compliance, verification, and waiver processes; coordinate with all PM UAS Product Offices to ensure IOP compliance across the fleet.

 

  • Coordinate all Network Integration Evaluation (NIE) submission packages with the NIE Triad organization for all PM UAS sponsored proposals; provide NIE field support as the PM UAS representative for the bi-annual NIE field exercises.

 

  • Serve as the lead for PdM CSI for all Army and Joint Interoperability Certifications for PM UAS; ensure each product is certified for Army and Joint Interoperability.

 

  • Interact with and evaluate contractor system interoperability and make recommendations on enhancing system interoperability.

 

  • Develop courses of action to present to the PM leadership for decisions.

 

BASIC QUALIFICATIONS:

 

  • Bachelors of Science degree in one of the following areas: Computer Science, Software Engineering, or Electrical Engineering. An equivalent combination of education and experience may be considered.

 

  • Eight to 10 years of experience working in the areas of software engineering, systems interoperability, network architectures, Joint Interoperability Test Command (JITC) system certifications, or open architectures.

 

  • Have experience organizing groups to accomplish specific objectives and goals.

 

  • Understand the Army’s Level of Interoperability (LOI) and how to achieve each level.

 

  • Have experience working with UAS interoperability and understand the principles of Manned Unmanned Teaming and how to achieve increasing levels of interoperability.

 

  • Understand Future Airborne Capability Environment (FACE) standards and how to apply these standards to UAS, aviation, remote video terminals, or ground control stations to ensure interoperability.

 

  • Understand JTIC system certification process.

 

  • Capable of written and oral communication as part of a staff to conduct research, analysis and other related staff coordination requirements.

 

  • Possess a good working knowledge of the Army Battle Command Systems including the messaging and interfaces used by the system. In addition, possess knowledge of the Army Software blocking system.

 

  • Experience working with Internet Protocol based networking technologies.

The Director of Net Assessment is the Principal Staff Assistant and advisor to the Secretary of Defense for net assessment matters.  The Director’s primary function is to develop assessments that compare the standings, trends, and future prospects of U.S. military capability and military potential with that of other countries.

As directed by the Secretary of Defense, the Director of Net Assessment carries out a variety of assignments that are high priority, sensitive, and significant to the Administration, requiring an intimate knowledge of the views and intentions of senior leaders.

Directs and coordinates the performance of working groups, task forces, and other provisional bodies, as appropriate, in the development of net assessments.

The Director may act for the Secretary of Defense as his official representative in a variety of contacts with the White House, Cabinet Members, Intelligence Community, staffs of Congressional Committees, and representatives of foreign countries, industry, and other areas of the private sector in the area of assigned responsibility.

Supports and coordinates the net assessment work of the Department and interagency net assessment groups created from time to time to produce national or joint net assessments.

Leads and manages the ONA in its mission of assessing the future strategic environment.  He/she must be positioned to be more integrated with, and responsive to, the needs of the top leadership of the Department, over time, across a spectrum of policy issues and planning scenarios.

Coordinates and integrates the work of the various Department staffs to ensure that appropriate net assessment work is accomplished, that there is no unnecessary duplication of effort among the several staffs, and that net assessment results are suitably summarized for incorporation into the planning and decision making of the Department.

To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification, and other qualifications, if applicable, listed below.

 

EXECUTIVE CORE QUALIFICATIONS: All applicants must submit written statements (narrative format) describing accomplishments that would satisfy the ECQs. You must address each ECQ separately, not to exceed 10 pages. You are required to respond to all ECQs. If you fail to do so, you will be rated as ‘ineligible.’ Additional information on the ECQs is available at http://www.opm.gov/ses/recruitment/ecq.asp. Each accomplishment should be clear, concise, and emphasize your level of responsibilities, the scope and complexity of programs managed, and results of your action. Please limit your written statements to no more than two pages per ECQ.  Applicants that are either Career SES members, or graduates of the Office of Personnel Management Certified Development Program are not required to address the ECQs.

 

ECQ 1 – Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

 

ECQ 2 – Leading People: This core qualification involves the ability to lead people toward meeting the organization’s vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

 

ECQ 3 – Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

 

ECQ 4 – Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.

 

ECQ 5 – Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

 

DoD Joint Enterprise-Wide Experience Statement

 

In addition, DoD requires the Enterprise Perspective.  The incumbent should possess the ability to apply a broad point of view and an understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities is required. Executives must demonstrate ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences.

 

A separate narrative statement is not required.  This information should be embedded within the application package (Resume, Technical Qualifications and Executive Core Qualifications).

  1. Demonstrated experience in the development and coordination of net assessments of trends and future prospects of U.S. military capabilities and military potential in comparison with those of other countries, and the ability to identify emerging future threats to the United States.

 

  1. Expertise in the development and evaluation of senior level strategies, strategic planning, and related studies and processes supporting policy decisions and Administration goals and/or initiatives.

 

  1. Demonstrated ability to analyze and understand complex net assessments, future trends, and emerging threats, and communicate effectively, both orally and/or in writing, on matters concerning net assessments.
