15.) ICONS Project Director and Senior Researcher (University Rank: Open Professional Track Faculty Rank), National Consortium for the Study of Terrorism and Responses to Terrorism (START), University of Maryland, College Park MD
The National Consortium for the Study of Terrorism and Responses to Terrorism (START) seeks a new director for the ICONS Project, an in-house educational and policy simulation and wargaming team which joined START in 2016. The ICONS Project creates simulations and scenario-driven exercises to advance participants’ understanding of complex problems and strengthen their ability to make decisions, navigate crises, think strategically, and negotiate collaboratively.
Responsibilities:
The ICONS Project Director will oversee a staff of simulation and web developers to advance the project’s education, training, and policy research missions. The Director will also serve as a START Senior Researcher and be part of the senior management team providing input on START’s strategic development and day-to-day operations.
These duties include but are not limited to:
- Direct the ICONS project to include policy, training and education initiatives, ensuring rigorous development and delivery of project and leading the strategic development and overall program direction in conjunction with START leadership;
- Manage and oversee the ICONS team, including four to five full‐time employees;
- Lead business development, including through relationship-building with stakeholders and identifying appropriate funding opportunities and writing proposals in response to solicitations;
- Represent ICONS both internally to university stakeholders and externally to strategic partners, key end‐users, policy makers, and media;
- Supervise simulation content and delivery design in coordination with other ICONS personnel;
- Serve as a Principal Investigator for sponsored research awards, providing technical oversight; and
- Provide input and advice on START’s strategic development and day-to-day operations as part of START’s senior management team.
Minimum Qualifications:
- Master’s degree in relevant field with minimum two (2) years’ experience in simulations and wargaming
- Superior knowledge of simulations and wargaming methodology
- Knowledge of the use of wargaming and simulations for the U.S. Government
- Experience working on sponsored projects funded by the federal government
Preferred Qualifications:
- Ph.D. in relevant field
- Specific experience working with the Department of Defense or other components of the U.S. national security community
- Current funded relationships that can translate to START’s environment
- Experience leading sponsored projects funded by the federal government
- Past experience with providing curricular or professional education using simulations/wargaming
- Evidence of grant or competitively awarded funding, or revenue growth of a mission-driven organization
- Familiarity with federal granting and funding processes
The annual salary for this position will depend on education and experience. Applications will be accepted until position is filled, with a best consideration date of Monday, October 11, 2021, and a final closing date of Monday, October 25, 2021. START anticipates a start date (to be negotiated with the successful candidate) in late fall 2021/early winter 2022.
Successful candidates will be eligible for standard University of Maryland benefits, including 22 days of annual leave, 3 personal days and 15 days of sick leave; paid parental leave; tuition remission; health and dental insurance; and retirement.
