2009 Naval History Symposium
The History Department of the United States Naval Academy invites
proposals for papers to be presented at its 2009 Naval History Symposium
in Annapolis, Maryland, from 10-12 September 2009. The 2007 symposium
was extremely successful, with over 300 in attendance and 138 papers
presented.
Proposals on any aspect of naval and maritime history are welcome. Paper
proposals should include an abstract not exceeding 250 words and a
one-page vita. Panel proposals are also encouraged and should contain an
abstract and vita for each panelist. Please mail proposals to Commander
C.C. Felker, History Department (12C), 107 Maryland Avenue, Annapolis,
Maryland 21402-5044; or send electronic proposals to felker@usna.edu.
The deadline for submitting proposals is 10 January 2009. The program
committee expects to finalize the program in February 2009. Final
versions of papers are due by 1 August 2009.
A limited number of travel stipends are available to scholars residing
outside the United States and graduate students within the United
States. Please indicate your desire to apply for a travel stipend in the
cover letter or email that contains your proposal.
The program committee will award prizes to the best papers presented at
the Symposium. As in the past, we will publish selected papers at a

Atmospheric Science Research at PNNL: Overview
The research mission of the Atmospheric Science and Global Change Division (ASGCD) within the Fundamental & Computational Sciences Directorate at PNNL has diverse objectives: to understand and mitigate the effects of energy production and usage on the atmospheric environment; to understand the transport, dispersion, and chemical transformation of airborne contaminants; and how those factors may affect regional and global earth systems. In supporting this mission, our staff of more than 80 scientists conduct basic and applied research in: climate physics, atmospheric chemistry, transport and diffusion, regional climate modeling, meteorology, and integrated assessment and policy analysis. To advance our understanding of integrated Earth systems on regional and global scales, PNNL scientists are combining an extensive world-wide field observational system with laboratory research and modeling. From the role of clouds and aerosol processes in climate change, to the effect of energy technology choices on greenhouse gas emissions, our researchers will continue to be leaders in the Atmospheric Sciences.
Job # 115345: Chief Pilot
Job Description:
The incumbent is responsible for the duties of the Chief Pilot of the Battelle-owned Gulfstream 159 (G 1) twin turbo-prop aircraft. As such the incumbent is certified as the pilot-in-command (PIC) of the aircraft, trains, schedules our on-call copilots, and provides administrative support for the Director of Flight Operations and the manager of the Research Aircraft Facility. The Chief Pilot must be available for scheduling, coordinating, and participating in local research flying and extended (1 to 6 week) offsite research projects and for ferrying the aircraft to and from its off-site maintenance providers.
The Chief Pilot has the following responsibilities:
· Establishing flight schedules, assigning aircraft and flight crew to specific flights, and tracking duty times of the flight crew
· Keeping records of and monitoring flight crew currency and certification requirements
· Scheduling and notifying flight crew of recurrent training and flight checks
· Conducting routine proficiency training sessions for the flight crew
· Reviewing flight operations for conformance to safe operating practices
· Being knowledgeable of, familiar with, and following all FAA, DOE, and PNNL directives pertaining to aircraft operations
· Coordinating with lead scientists and scientific flight personnel in preparation for research missions
· Conducting periodic safety and risk management briefings for the flight crew and all other personnel associated with research missions
· Maintaining proficiency and serving as the pilot-in-command (PIC) of all PNNL aircraft
Qualifications:
The Chief Pilot must:
· Hold a current Airline Transport Pilot (ATP) certificate
· Be certified as a pilot-in-command of a G-1 aircraft and have:
– A minimum of 5000 hours of flight time
– A minimum of 2500 hours of multi-engine turbine flight time
· Must have type rating in Gulfstream-159 with min of 100 hours as PIC
· Type rating in equipment to which assigned
· A current Second Class Medical Certificate
· Have the physical and mental skills to fly the G-1 during visual and instrument flight rule conditions
· Have at least 3 years experience within the last 6 years as the PIC of an aircraft operated for passenger transport or under FAR Parts 121 or 135.
Applicants should have a full understanding of the following:
· Aircraft systems and their operation
· Applicable FAA rules and regulations
· Applicable DOE orders and regulations and applicable regulations and directives in PNNL MA-530
· Aviation safety standards and safe operating practices

PURPOSE: The primary purpose of this position is to provide network administration and network systems support services in a primarily Cisco based environment within a secure facility.
Responsibilities & Qualifications:
– Maintain and administer computer networks including, but not limited to, network device configuration and maintenance, network testing and characterization, network configuration, network infrastructure documentation, verification and validation, and participate in periodic network security and functional testing on both unclassified and classified networks.

The incumbent must possess the capability to implement Cyber Security requirements. Knowledge of alarm systems, access control systems and video surveillance systems and their interconnectivity is required. Demonstrated ability in strategic thinking and planning. Incumbent must possess superior interpersonal, verbal and written communication skills and have the ability to work as a team player.
This position requires the ability to acquire and maintain a DOE “Q” security clearance and a Sensitive Compartmented Information (SCI) clearance based on Director of Central Intelligence Directive 6/4, which requires U.S. citizenship. Additionally, all employees of the Division are required to successfully complete an evaluation, including a scope polygraph examination.
QUALIFICATIONS DESIRED: Master’s degree in computer science or related field is preferred. Demonstrated direct Cisco experience is desirable. Experience with DOE, DOD, DCID, and FISMA regulatory requirements is highly desirable. Experience with Hirsch Electronics access control and alarm hardware and associated Velocity software is highly desirable. TEMPEST training and certification as well as COMSEC experience are highly desirable.

This position requires an appropriate combination of education and experience relating to analog and digital electronic and mechanical hardware system design, and development and testing of unique systems. This position requires experience in testing both in the laboratory and in the field, and delivery of systems to clients. Responsibilities will include designing and assembling printed circuit boards; initial circuit board prototyping, sensor and platform prototyping, testing, debugging, and troubleshooting; designing the interfaces between the electronic devices and the electrical and mechanical systems; integrating components into an engineered package, testing, troubleshooting and documenting the systems. This position will support the development, testing, and deployment of oceanographic and meteorological instruments and sensors, and the integration of commercial and R&D electronics (communication devices, GPS, data loggers, etc.). Candidate will be responsible for the upkeep and maintenance of assigned Laboratory equipment.
Minimum Requirements:
Level V – High school + 6-7 years of relevant experience or TIG/AA with 4-5 years of experience.
Level VI – High school + 10 years relevant experience. A TIG/AA with 7-8 years of relevant experience or BS degree with 4-5 years of relevant experience would be preferred for this position.
Ability to obtain and maintain a DOE Q Security clearance (to obtain a clearance requires U.S. Citizenship)
Note: Placement level will be dependent upon management's assessment of the selected candidate's skills, experience, and ability to contribute.

This position will be based at the Marine Sciences Operations facility in Sequim, WA. Travel to Richland to work with staff and utilize laboratory facilities within the electronic and measurement systems group will be required.

We partner closely with a large number of different application experts to deliver solutions to critical national problems.
Job Description
We have an immediate opening for a regular staff position in quantum information theory. The successful candidate will pursue research into quantum algorithms, quantum error correction, quantum circuit architecture, and related applications of quantum information, such as quantum communications. This research will be complementary to both experimental physical science and circuit design efforts at Sandia. Current experimental approaches focus on solid-state realizations of qubits. Longer term, the successful candidate can expect to also need to consider coordinating his or her theory work with other approaches for physical realizations of qubits such as ion traps, quantum dots, and/or superconducting methods. The position will involve extensive interactions with physicists, chemists, and computer scientists in multiple fields, hence the candidate will need to be able to work efficiently as part of collaborative teams.
Required:
Applicants must have a Ph.D. in physics, computer science, chemistry, or mathematics. Applicant should be able to operate independently in a highly interdisciplinary environment. The candidate must demonstrate a command of quantum mechanics, and achievement in quantum information science and technology, including publications in peer-reviewed journals. Applicants should have a working knowledge of all major approaches to quantum computing and quantum communications, and have expertise in at least one area. Applicants should also have an in-depth knowledge of published quantum algorithms and quantum error correction methods. The successful candidate will need to make effective technical presentations and reports both to external scientific peers and to internal technical customers; excellent verbal and written communication skills are essential.
The successful candidate will need to be able to obtain a U.S. Department of Energy security clearance, which usually requires U.S. citizenship.
Desired:
Proficiency in FORTRAN, C and/or C++, and familiarity with MPI-based parallel programming, are highly desirable. Experience in large-scale calculations is a plus.
Experience with experimental implementation of quantum information manipulation is also highly desired.

Support the protective force operations safety oversight program by conducting periodic safety and operational walk-downs of facilities and report, track and complete corrective action. Interview and select subordinates, conduct performance appraisals and develop action plans for the subordinates' professional development. Recommends terminations of subordinates if necessary. Prepares and submits operational reports when requested. As assigned, serves as security interface between local, state and federal law enforcement agencies. Protective Force point of contact for all Plan-of -the Day activities for the assigned area.
Qualifications
Bachelors degree plus 5 years direct experience in directing protective force operations. MS plus 3 years of direct experience or 13 years of relevant experience. Strong communication and interpersonal skills.
