Responsibilities 
 
Responsible for the cost, schedule, and technical performance of the company on assigned program from inception through completion.  Manages technical and administrative staff and provides ongoing direction in the performance of the assigned program.
Develops and implements strategic planning documentation for ACAT ID programs.
Develops and monitors program plan including time and cost estimates.  Ensures project outputs are delivered on schedule and within funding.
Must have a thorough understanding of NAVY/DoD Logistics policies and integrate those policies across multiple programs.
Establishes milestones and monitors adherence to program plan and schedule, identifies program problems, and obtains solutions, such as allocation of resources or changing contractual specifications.
Prioritizes workload and determines staffing levels and any adjustments in staffing.  Maintains a staffing level to ensure technical quality and appropriate experience levels are consistent with current and projected project activities.
Reviews reports and briefings prepared by technical staff for quality.  Leads technical discussions for project reviews.  Prepares and delivers formal briefings.  Ensures that appropriate training is delivered to program staff.  Establishes and maintains effective relationships with customer and other outside agencies.
Acts as primary customer contact for program activities.  Regularly meets with and updates the customer on project status.  Leads program review sessions with customer to discuss cost, schedule, and technical performance. 
Develops new business or expands business with the customer.  Coordinates preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.  Participates in negotiating contract and contract changes.
Complies with quality assurance and security procedures in the performance of duties.
 
Qualifications 
 
The Logistics and Warfare Requirements Operation of Alion's Engineering and Integration Solutions Sector is currently accepting application for a Program Manager 3 with a Bachelor's degree in management, engineering, science or related technical discipline plus 15 years of experience in a technical position or Master's plus 10 years of experience in a technical position. At least 5 years of technical project management experience with developing and monitoring program plans including time and cost estimates and 5 years experience managing a technical and administrative staff. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data. Security clearance required and must have 5+ years of NAVSUP, NAVICP, or DLA Logistics Experience.

Minimum Bachelor of Science degree in Electrical Engineering or related discipline; Master's Degree a plus. Must have at least 5+ years experience in gallium arsenide (GaAs)-based Radio Frequency Integrated Circuit (RFIC) design and development – specifically, experience in devices such as amplifiers, mixers, filters and oscillators. Experience implementing in Silicon-based technologies a plus. Excellent writing and verbal communication skills are a must. US Citizenship Required.

Description of Work

EWA Government Systems Inc. (EWA), Montpelier, Vermont, has immediate openings for experienced RFIC design engineers to augment the core Application Specific Integrated Circuit (ASIC) team that creates innovative devices for a growing number of special customers. Typical duties for the RFIC design engineer include: developing and translating functional and performance requirements into design specifications, mapping existing designs into new technologies, working on the design in various capacities, designing customized circuits not existing in library macros or cores to meet customer needs, employing industry standard programs for placement, routing, and wiring, identifying key parameters and tests for model and hardware verification, and establish appropriate test specifications for product functionality verification and delivery. Cuts grass, using walking type or riding mowers, trims hedges prunes shrubs and trees to shape and improve growth using shears and other hand tools.  Sprays lawn, shrubs, and trees with fertilizer.  Plants grass, flowers, trees, and shrubs.  Waters lawn and shrubs during dry periods using hose or activating sprinkler system.  Picks up and burns or carts away leaves, paper, or other litter.  Assists in minor repair of roads, walks, buildings, and mechanical equipment.  Cleans and keeps in orderly condition project office areas and washrooms on premises of the office.  Duties involve a combination of the following: sweeping, mopping, vacuuming, or scrubbing and polishing floors; removing chips, trash, and other refuse; dusting equipment, furniture, or fixtures; polishing metal fixtures or trimmings; providing supplies and minor maintenance services; and cleaning lavatories, showers, and restrooms.  Drives gasoline and diesel powered tractor to move materials, draw implements, tow trailers, and pull out objects embedded in ground.  Fastens attachments such as scoops and mowers (over 2000 lbs) to tractor.  Adjusts equipment for proper operation.  Lubricates and makes minor repairs to tractor and attachments, such as tightening bolts and replacing washers, cotter pins, and screws.  Operates 30 and 70 foot boom truck and works from boom basket using gas powered 14 inch to 36 inch gas powered wood saw.  Operates gas powered wood chipper and adheres to safety rules, standard operating procedures, and precautions.  Repairs damaged tires of tractors, trucks, and other vehicles; raises vehicle  using hydraulic jack and unbolts wheels using lug wrench.  Removes wheel from vehicle by hand. Locates punctures in tubeless tires by visual inspection or by immersing inflated tire in water bath and observing air bubbles emerging from puncture.  Seals puncture in tubeless tire by inserting adhesive material and expanding rubber plug into puncture, using hand tools.  Separates tube from wheel, using rubber mallet and metal bar or mechanical tire changer.  Removes inner tube from tire and inspects tire casing for defects such as  holes and tears.  Glues boot (tire patch) over rupture in tire casing using rubber cement.  Inflates inner tube and immerses it in water to locate leak. Buffs defective area using scraper and patches tubes with adhesive rubber patch or seals rubber patch to tube using hot vulcanizing plate.  Reassembles tire onto wheel and replaces the repaired tire wheel on vehicle.  Removes, repairs, buffs, and replaces tubeless tires on light, medium, and heavy duty tractors and trucks.  Perform other duties as assigned. 

This position reports to the Site Manager.

This position is located in Hawaii.  There is no relocation assistance available for this position.  Local applicants only.
