The Naval War College Foundation intends to award one grant of $1,500 to the researcher with the greatest need who can make optimum use of the naval history research materials located in the Naval War College’s Naval Historical Collection, Naval War College Museum, and Henry E. Eccles Library.

DESCRIPTION OF DUTIES

 

  • Provide equipment specialist support to the Medium Altitude Unmanned Aircraft Systems (MAUAS) Division (AFLCMC/WII) necessary to maintain readiness and operational capability of the MQ-1/MQ-9 UAS, subsystems and support systems throughout their life cycle. This shall be accomplished by completing/performing the 12 Product Support elements outlined in AFI 63-101 and AF PAMPHLET 63-128 and captured in the following tasks.
  • Provide Maintenance Planning logistics support for the MQ-1/MQ-9 (and similar systems).
  • Serve as primary program office system expert on UAS airframe, propulsion, and or ground station equipment supporting multi-specialty teams to achieve results specified by program leadership. Provide expert advice and assistance on the timely logistics and Quality Assurance guidance to Headquarters, ACC and field maintenance supervisors.  Provide technically accurate and adequate troubleshooting and maintenance dispositions of TO 00-25-107 technical assistance requests from United States Air Force maintenance units including identifying potential issues and making recommendations for government consideration. Provide technical assistance to resolve system engineering and maintenance concerns for fielded equipment and Ground Support Equipment (GSE).
  • Perform inspections of activities executed by prime contract personnel providing production and depot repair of program aircraft.
  • Assist with the supervision and oversight of production and sustainment contracts.
  • Assist with the writing and/or approving AFTO 252 requests to correct deficiencies in existing technical data; the evaluation of the AFTO 22 requests to change technical data to ensure technical accuracy and adequacy IAW TO 00-5-1 and 00-5-3; the development and publication of interim safety supplements or emergency time compliance technical orders when urgency does not allow coordination with the Original Equipment Manufacturer (OEM).
  • Assist with the coordination and technical evaluation of all design changes to ensure maintenance, sustainment, support equipment and technical order impacts are adequately addressed and that they meet system requirements and United States Air Force expectations.
  • Review non-conformance reports and make recommendations to the government for consideration relating to potential corrective actions for technical adequacy.
  • Assist with the parts procurement process by supporting the development of procurement and fielding cost estimates and cost benefit analysis.
  • Assess aircraft availability and reliability metrics for opportunities to improve/correct the weapon system design, procedures or training to improve aircraft availability. Assist with performing oversight of Reliability and Maintainability (R&M) projects to ensure SOWs clearly define objectives, cost estimates are reasonable and design changes meet requirements
  • Review and assess OEM failure analysis reports for technical accuracy and adequacy. Identify potential issues and make recommendations for government consideration.
  • Assist with the development of initial spares support list (ISSL), RSP, and assignment of standard reporting designators.
  • Assist with LSA/logistics support analysis record reviews to assure provisioning requirements are adequately addressed.

 

BASIC QUALIFICATIONS

 

  • Master’s degree in Business, Logistics or in a field relevant to functional area. An equivalent combination of education and experience may be considered
  • Ten years of experience as an Equipment Specialist. At least five years of experience must have been performed on DoD programs.
  • Eight additional years of Equipment Specialist experience may be substituted for a Master’s degree or four years plus a Bachelor’s degree.
  • Possess a TS/SCI eligible security clearance [requires Single Scope Background Investigation within the past five (5) years].
  • Be available to support the week-long 24/7 Emergency Telephone Support line on a periodic basis.
  • MQ-1/MQ-9 functional area experience highly desirable.
  • Proficient in the use of Microsoft Office Applications (Outlook, Word, Excel, and PowerPoint) and applications for access to the World Wide Web including Microsoft Internet Explorer.
  • US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (TS/SCI).  Must have an active TS/SCI clearance.

Role Description:

 

The Mechanical Design Engineering Manager will be required to build, lead and manage the design and analysis engineering team as well as perform design engineering tasks as a technical lead, technical contributor, or technical consultant on Medium Caliber Chain Gun projects. As a working manager, the individual will be expected to work 40% on direct contributions to programs, while executing the leadership and management responsibilities of the position. The Mechanical Design Engineering Manager reports directly to the Director of Engineering and will work in close cooperation with other Engineering Managers. This position is located in Mesa, Arizona. Travel requirements are less than 10%.

 

Responsibilities

 

The Design Engineering Manager position carries the following set of primary managerial responsibilities:

– Provide overall leadership and supervision of day to day mechanical engineering design and analysis activity and work product (including assignments and priorities) for 8 to 10 FTEs.

– Set role and performance expectations, provide feedback and coaching, and growth opportunities for mechanical design and analysis engineering team.

– Ensure the right mechanical design personnel, processes, and tools are in place to meet the business and project needs.

– Support business development by participating in defining segment strategic direction, technology roadmaps and research and development planning.

– Provide input and manage department budget and expenses.

– Assist team members working as program cost account managers to ensure accurate EVMS tracking.

– Representation of Orbital ATK technical capabilities and technologies to external customers and suppliers and other Orbital ATK organizations.

– Support Orbital ATK PES initiatives and lead continuous improvement activities within the overall engineering department.

– Drive active cooperation between the design and analysis team and the project team to establish a cohesive culture of engineering excellence.

– Manage the critical skills development process for the mechanical design and analysis team and develop succession plans for key personnel roles.

– Responsible for performance and compensation management process for mechanical design and analysis engineering team.

– Prepare, review, and approve cost estimates and written technical proposals.

– Performs and applies mechanical and electrical research to design, development and testing of gun systems.

– Makes layouts of complex assemblies and details parts of, mechanisms and mechanical systems using mechanical modeling tool, NX preferred.

– Works with design, project, manufacturing and quality engineers through the development process.

– Key contributor on development programs, managing assigned responsibilities and directing the work of other engineers, technicians and administrative personnel to accomplish program goals.

– Act as, or supports, lead engineer as program cost account manager to ensure accurate schedule and cost tracking.

– Presents work products at program technical reviews, proposals, or other technical meetings.

– Applies engineering knowledge in the investigation and solution of complex technical problems.

– Prepares and plans cost estimates and written technical proposals.

– Acts as a technical interface to external customers, and forms working relationships with representatives of external technical organizations.

– Develops technical relationships with vendors and suppliers, in coordination with subcontracts management and quality functions, to facilitate technical flow-down and understanding of requirements, testing, and process control.

– Supports manufacturing trade studies and early supplier involvement.

– Shares knowledge with and mentors other engineers.

 

Position Requirements:

– BS in Mechanical or Aerospace Engineering

– 10+ years of directly related mechanical design experience in defense or aerospace industry.

– 2+ years project, program, or people leadership experience. Preferably, 5+ years in a leadership role, managing a team of engineers.

– Experience in product development projects and sustainment of legacy programs for complex aerospace or defense systems

– Desire to balance people management needs and technical contributor aspects of this position and an ability to move fluidly between these roles.

– Strong mechanical design experience with complex gear trains, cams, springs, clutches, machined components, welded structures, electric motors and solenoids

– Familiarity with systems engineering processes and other specialty engineering activities within the product development process

– Working knowledge of computer aided design (CAD) software, preferably NX, and familiarity with engineering requirements and analysis tools (FEA), preferably NASTRAN and ABAQUS

– Advanced Knowledge of GD&T per ASME Y14.5M-1994

– Experience writing statements of work and estimating project scope

– Demonstrated effectiveness in achieving results through understanding and management of internal customer relationships, prioritization, and delegation of tasks.

– Demonstrated ability to manage the performance of diverse personalities, manage conflict, and administer performance improvement plans as needed.

– Experience with the operations of upstream process inputs (Lead System Integrators, Business Development, Contracts, Pricing, Program Management, Project Engineering, and Systems Engineering)

– Experience with the operations of downstream process customers (both internal and external: Modeling & Simulation, Configuration Management, Manufacturing Engineering, Manufacturing Operations, Assembly, Test, System Verification & Validation, Integrated Logistics Support, and End User)

– Experience with coaching, developing talent, and maintaining the accountability of direct reports.

– Skilled in working with Microsoft Office applications.

– Understanding of Six Sigma disciplines, design for assembly / design for manufacturing (DFA/DFM).

– Demonstrated experience with presenting complex technical concepts to audiences with a broad range of technical experience.

– Demonstrated experience in project management

Monthly Acquisition Report (MAR): Maintain an enterprise-level view of program health across the division and provide feedback on program health status to division leadership. Review programs’ System Metric and Reporting Tool (SMART), MARs and corresponding Logistic Health Assessments (LHAs). Develop MAR and LHA review timelines. Coordinate division and directorate functional staff review and their comments. Distribute feedback to branches for updates as required. Assist programs with SMART guidance.
