DESCRIPTION OF DUTIES
- Perform HR strategy and analysis related to position validation studies/data calls as needed to determine manpower requirements/conversions for the Program Office, and to include trends analysis as well as instructions/directives/standard operating procedures review and preparation, and business process improvement.
- Assist with Program Office military manpower and personnel proposals and POM builds and submissions, billet, FYDP, budget, and program reviews, and complete manpower account Quantity/Quality analyses, as required.
- Prepare and support Program Office military manpower and personnel briefings and presentation initiatives including preparation of draft briefs, presentations, meeting minutes, and booklets.
- Prepare related manpower and personnel correspondence to include award recommendations for Navy and Marine Corps civilian and military personnel associated with PEO-EIS and training/individual development program correspondence.
- Liaison with major claimant manpower and personnel representatives, OPNAV resource sponsors, and Navy manning control authority to promote and clarify PEO-EIS manpower issues.
- Support processing all HR-related paperwork related to the hiring of government personnel and the on-boarding/off-boarding of civilian, military and contractor personnel.
BASIC QUALIFICATIONS
- Bachelor’s Degree in Business or Technical.
- 5+ years of experience in Department of the Navy (DoN) civilian personnel management
- US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance DOD (Secret). Must have an active Secret clearance.
ADDITIONAL QUALIFICATIONS
- Must have prior DoN experience in the following: Defining, formalizing and validating personnel requirements for new and existing civilian, contracted support for HR, and military positions, including preparation of position descriptions and sub specialty coding validation sheets.
- Hands on knowledge of Intelligent Workbook and maintaining record of requested and approved positions and assignments.
