DESCRIPTION OF DUTIES
MCR is seeking a hands-on Proposal Development Director to lead and support all major proposal efforts for the Department of Defense, Federal Civilian, and National Intelligence agencies that are managed from our headquarters facility in McLean, VA. This solution-oriented individual will report to the Vice Chairman of the company and assist with standing up our new in-house Corporate Proposal Development Center, participate and/or manage proposal development, and implement and train on processes and procedures to ensure high quality, compliant and compelling proposals. For the past 3 years MCR has acquired regional proposal support through an outsourced support model. The Proposal Development Director will be responsible for managing all aspects of the daily proposal operations and establishing the infrastructure needed to support proposals efficiently and effectively.
Qualified candidates will currently be performing in a Senior Proposal Manager role but also have proven experience and exposure at the Director level. This position will require the individual to engage at multiple levels to perform proposal development activities for different functions (proposal management, writing, editing, color team reviews, etc.), overseeing other contributors’ work, and managing the B&P budget.
In addition to supporting the corporate proposal development process, duties will include:
- Building a searchable database of past performance citations and resumes Building a proposal content reuse library.
- Building a proposal graphics library.
- Developing and implementing proposal training.
- Managing proposal consultants, as needed.
- Working closely with Proposal Operational Leads to ensure Bid and Proposal schedule, budget, and content meets planned expectations.
- To perform this job successfully, the candidate will be required to demonstrate the a strategic approach to leading pre-proposal and proposal development efforts including driving win theme strategies and conducting competitive analysis in collaboration with Business Development Directors, Operational Managers, Capture Managers, Subject Matter Experts, and Corporate Leaders. Specific Duties include:
- Managing proposal development activities by building schedules, building compliance outlines, tracking author inputs, and scheduling and managing reviews. Coordinating requirements with Capture Managers and Contracts; analyzing customers, competitors, and internal capabilities.
- Running Win Strategy sessions with Business Development Directors, Capture Managers, Operational Leaders and Subject Matter Experts to capture marketing oriented hot buttons, win themes, and approach features and benefits.
- Leading proposal team meetings, such as kick-off meetings, all team reviews (pink, red, gold, etc.); and other reviews, as necessary.
- Leading and interpreting solicitations to identify critical items required for a compliant response.
- Interviewing program/project managers and technical personnel to collect technical and methodology information to incorporate into writing/editing a winning technical approach in each proposal section.
- Analyzing proposal sections for consistency and clarity, compliance with RFP/RFI/RFQ requirements, and alignment with proposed solutions and themes. Preparing for and conducting kick-off meetings, strategy sessions to coordinate inputs (writing and editing) and directing team members to ensure professional proposals and on-time delivery.
- Maintaining configuration integrity, including version control, of evolving proposal artifacts using SharePoint.
- Remaining current on all amendments and modifications to the solicitation and disseminating that information to applicable team members.
- Performing quality checks on all proposal sections and volumes, responsible for accuracy and quality.
- Enforcing the proposal schedule with the capture manager or technical lead. Leading internal lessons learned meetings to identify ways of improving the proposal process; participating in debriefs with the government; and documenting recommendations for improvement.
BASIC QUALIFICATIONS
- Bachelor’s Degree. An equivalent combination of education and experience may be considered.
- 10 years proposal development experience in Federal contracting, on programs of $50 million and larger, with proven supervisory experience, and managing and coordinating work of multi-disciplinary teams.
- Must be an expert in the use of Microsoft Office applications and SharePoint or other collaboration tool.
- Excellent written and oral communications skills.
- Ability to understand and communicate complex technical concepts and solutions effectively.
- Must be detail oriented, organized, and a strategic thinker. Extensive experience with industry best practices in proposal management and development.
- Experience leading and managing large proposals from RFP to completion. Ability to multi-task, such as: formatting documents, proofing and editing, researching (especially calling experts within the company to develop content). Proven experience working in both support and management roles.
- Must be available to travel as required.
ADDITIONAL QUALIFICATIONS
- BA or BS in English, Journalism, Marketing, or related is preferred
- SM&A or Shipley experience preferred
