DESCRIPTION OF DUTIES:
- Provide program acquisition support to effectively assist the Government in delivery and sustainment of warfighting capabilities in support of the Air Force’s Space and Missile Systems Center (SMC). These duties include:
- Assess, develop, evaluate, consolidate, track status of and report metrics for responses for answering technical and programmatic inquiries working closely with the appropriate Division representative.
- Coordinate research and analysis projects with the government and other external or foreign agencies.
- Research, draft, and edit articles, speeches, and testimony on the Directorate, organization, missions, operations, and initiatives.
- Review, coordinate, and process program information suitable for public release to industry, media, trade publications, international partners, and other program stakeholders.
- Review all visit requests, distribute requests, and establish visit timelines. Ensure all documents required to facilitate the visit are properly completed and staffed in a timely manner and in accordance with Directorate, Air Force and DoD processes.
- Analyze and advise the government on various phases of the planning, programming, budgeting, and execution process as it applies to the administration and management of all programs within the Directorate.
- Support the development of the Program Objective Memorandum, Staffer Day preparations, Spring Program Reviews, Investment Budget Review, Program Management Reviews, Mid-year Execution Reviews, Baseline Execution Reviews, Vice-Commander’s Forum, Financial Management Reviews, Acquisition Mission Support, Business Management Reviews, and other budget execution activities.
- Assess program cost, schedule, and technical risks by segment and identify mitigation plans, consolidate and status program manager identified cost, schedule, and technical efficiency initiatives,
- Establish a program office point of contracts list to accurately develop, maintain, and update acquisition reports to include, but not limited to; Weekly Activity Report, Monthly Acquisition Reports, Selected Acquisition Report, Defense Acquisition Executive Summary, Acquisition Program Baseline, supplemental reports for Acquisition Category I, II, and III programs, and other related acquisition reporting documents.
- Support negotiations and technical interchanges with international partners.
- Support the development and implementation of international agreements in support of Directorate requirements.
BASIC QUALIFICATIONS:
- Master’s degree.
- 15+ years of experience performing cost, schedule, performance activities for aircraft and/or spacecraft applications in the commercial, industrial, and/or military arena, of which the last five years shall include duties/assignments specifically in support of space programs.
- APDP Level III in one or more of the following disciplines: Program Management, Contracting, Financial Management, and Engineering, or PMP certification.
- Ability to communicate both orally and in writing, clearly, concisely, and with technical accuracy
- Proficient with using MS Windows and MS Office applications and software
- US Citizenship with an active DoD Secret Government clearance (Applicants selected will be subject to a Government investigation and must meet eligibility requirements to retain an active DoD Secret Government clearance)
ADDITIONAL QUALIFICATIONS:
- Knowledge in supporting Federal Government acquisitions and/or contracts.
- Doctorate degree is preferred.
