The Surface Navy Association (SNA) National Symposium will be held January 15-17, 2013, at the Hyatt Regency Hotel, Crystal City, VA.

 

The association was incorporated in 1985 to promote greater coordination and communication among those in the military, business and academic communities who share a common interest in Naval Surface Warfare and to support the activities of Surface Naval Forces.   SNA provides for its members support, programs and activities which enable professional growth, personal satisfaction and camaraderie.

PRIMARY FUNCTION(S)/RESPONSIBILITIES:

 

Staff in this position will provide financial management (FM) services to include planning, budgeting, forecasting, programming, and analysis. The staff person must understand appropriation law and DOD FM policies, procedures and regulations and uses FM tools and systems.  The staff-person may be called upon to provide status of funds, prepare financial documentation, track obligation and expenditure documentation and financial information needed to prepare and execute financial actions.  The staff-person must ensure compliance with internal procedures and DOD and AF financial management policies, regulations and guidance.  Staff-person will develop budget submissions and POM inputs and what-if assessments as necessary and requested.  Knowledge of and experience using Air Force financial systems (Comprehensive Cost and Requirement System (CCaR) and Automated Business Services System (ABSS)) and MS Office (Excel, Power Point, and Word) are required.  Knowledge of and experience using System Metric and Reporting Tool (SMART) and Commanders Requirement Information System (CRIS) are pluses.  Knowledge of AF Logistic programs and legacy environments to support AF transformation initiatives including functional requirements, technical architectures and environments, and program control requirements for AF programs will also be a plus.  The following is a list of activities which are included in the list of responsibilities of this position:

•Create annual budgets and forecast all SCS, AFEMS, and FIABS program funds

•Download and track incoming funds from customer for each program

•Track status of funds that the Asset Management Section has initiated

•Perform financial reporting in System Metric and Reporting Tool (SMART), Rainbow Sheets, Commitment and Obligation Plans, Budget Slides

•Prepare analyses of funding alternatives

•Prepare inputs to data calls requesting financial information

•Process MIPR acceptances and funds returns

•Facilitate Contract close-outs and reconciliations

 

QUALIFICATIONS:

Education: Bachelor’s Degree in a related field

 

Experience: 10 years minimum related general experience; 7 years specialized experience in the field.

 

Education versus Experience:

 

The criteria for substitution of educational degrees and/or experience are stated below:

 

(1)    Education Substituted for Experience: Formal education may substitute for related general and specialized experience.  A  Bachelors degree may substitute for four (4) years of experience. A Masters degree may substitute for two (2) years of experience. A Ph.D degree may substitute for two (2) years of experience.

 

(2)   Experience Substituted for Formal Education: Related general experience may substitute for formal education.  Two (2) years of additional related experience may substitute for an Associate’s Degree. Four (4) years of additional related experience may substitute for a Bachelor Degree. Two (2) additional years of related experience with similar functional responsibilities may substitute for a Master’s Degree.

 

(3)   Each Professional Certification related to the field of expertise required is equivalent to two years of specialized and related general experience.

Oral board exam –  All applicants successfully meeting the Minimum Requirements and passing the Alert Test and PFT will be scheduled for an Oral Board Examination.  Oral Board exams are held in April and October.  The Oral Board is a  structured interview that evaluates applicant’s skills in the areas of Commitment & Independence; Judgment & Logic; Decision Making/Decisiveness; Tact & Diplomacy; and Communication Skills.  The Oral Board is based on a scoring system of zero to four, with zero being unsatisfactory and four being outstanding.  Applicants must obtain a final converted score of 80 or higher to continue on in the testing process.  The Oral Board counts as 100% of the final score and will determine the ranking structure of the Employment Register.

 

Employment Register – Applicants who successfully pass all phases of the examination process will be placed on an Employment Register for this classification.  Candidates remain active on this register for twelve months beginning on the date their name is added to the register.  Names will be taken from this register for interviews as positions become open.

2. Conduct specified engineering/technical evaluations, perform equipment functional checks, perform troubleshooting/test/analysis and equipment repair to correct Identification Friend or Foe (IFF) Systems operation, maintenance, installation and connectivity faults.

 

3. Provide Onboard Maintenance Training (OBMT) to Ship’s Force technicians in the operation, repair, maintenance, and logistics support of Identification Friend or Foe (IFF).

 

4. Perform/provide the following during shipboard Combat Systems (Groom), C5RA, CSPAT, ICMP, INSURV programs, and Technical Assistance events, or other assessments as tasked.

 

a. Assist Ship’s Force technicians and government personnel at assigned locations to analyze and resolve malfunctions detected during equipment operation and testing.

 

b. Analyze equipment review and inspection data to determine source of fault, and recommend repair, replacement, or other corrective action.

 

c. Recommend equipment engineering changes toward improving quality and reliability and to facilitate installation, maintenance, and repair.

 

1. Completed technical (not operator) training for the following equipment: AN/UPX-29(V) IFF, AN/UPX-36(V) IFF, and AIMS MARK XII IFF. Training on any of the newer IFF systems is a plus.

2. Experience supporting an ISEA is a plus.

3. High School Diploma or GED, plus technical/vocational/military training.

4. Associates Degree preferred.

5. NAVSEA certified for copper and Fiber Optic connectors is a plus.

 

General Experience: A minimum of six (6) years of full-time hands on technical experience in the maintenance, installation, test, and/or repair of electrical/electronic systems/equipment incorporated in C4I systems.

 

SKILLS AND ABILITIES:

 

1. Requires a minimum of four (4) years hands on experience with each of the following equipment: AN/UPX-29(V) IFF, AN/UPX-36(V) IFF, and AIMS MARK XII IFF. Experience on any of the newer IFF systems is a plus.

2. Experience gained at a MOTU, FTSC, RMC, ISEA, or NSSA is not required, but is a plus.
