Description of Duties:

 

  • Conduct a variety of risk assessment (cost, schedule and technical) and earned value analysis, in support of the DOD using approved processes and tools to determine program progress and future requirements.

 

  • Will conduct analyses on prime contractor’s CDRL deliverables (e.g., risk register, contractor performance reports (CPR) formats 1-5, Contract Funds Status Reports (CFSR), Integrated Master Schedule (IMS), Integrated Master Plan (IMP), etc).

 

  • Specific support activities will include the following areas: cost projections based on earned value data, risk analysis, technical baseline development, knowledge of the government acquisition process, development and analysis of program schedules, and development of models and databases.

 

  • The candidate should be able to manage/lead the risk and earned value analyses and interface directly with customer and other stakeholders to identify requirements and resolve issues.

 

  • Makes technical decisions which are authoritative and which demonstrate mature knowledge and judgment in anticipating and solving complex cost, technical and schedule analysis problems.

 

  • Work requires the technical capability to assess the cost and schedule implications of existing and projected technological advances, as well as being able to evaluate the impact of new and innovative acquisition strategies.

 

  • Strong interpersonal skills needed to support customer meetings and data collection efforts. Ability to work well both independently, as well as part of a team effort.

 

  • Strong writing skills to be able to prepare briefings,  and document results, as well as strong verbal skills to deliver briefings and communicate status.

 

Basic Qualifications:

  • Bachelor’s degree in Engineering, Math, Economics or Ops Research

 

  • 7 years of experience

 

  • Knowledge of the US Navy and broader DoD acquisition management system

 

  • Knowledge of Life cycle cost estimating proficiencies to include:

 

o   Work Breakdown Structure (WBS),

 

o   Cost estimating relationships (CERs),

  • Data collection & analysis

  • Strong quantitative skills

  • Computer proficiency skills (Excel, Word, @Risk, COCOMO)

 

  • Schedule estimating / development tools (MS Project, Risk+, Open Plan, Primavera,, and scheduling analysis tools like Steelray)

 

  • Strong communications skills (both writing & verbal)

 

  • Specific domain knowledge (i.e., software development, weather, surveillance, navigation, communication)

 

US Citizenship is required. Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain and retain the designated Government clearance (TS/SCI).  TS/SCI not required to start work, but candidate must be capable of obtaining a TS/SCI clearance.

 

Additional Qualifications:

 

Navy experience preferred.  PMP, CCEA certifications are a plus.  Masters degree is a plus as well.
