*** Out for Blood – The pursuit of life for the wounded on the fighting fronts of World War II

Blood and plasma may be the greatest gift of the “Greatest Generation”-their life’s blood given back at home for the wounded on the fighting front. They sent more than a million pints to war! And we will never know how many men and women walk the world today – or will do so in generations to come – because the life of a father or grandfather was saved by one of those gifts of a blood donor during World War II.
A radio show called Life to the Front, broadcast weekly over WEEI, the Columbia Broadcasting System’s New England network outlet in Boston, helped keep alive the connection between the home front and the fighting fronts.
Each week the broadcast was dedicated “To all the men of the armed forces of the United States… who – on every fighting front in the world – daily risk their lives in the service of their country……that they might live.”
Out for Blood includes first-hand accounts of actual participants in some of the war’s toughest battles, and features actual scripts from Life to the Front.

Description:
Lead a team of 3-5 communication specialist in support of Naval Enterprise Networks (NEN) Program Office (PMW 205). Candidate will develop communications strategies to engage industry in support of the PEO-EIS and Program Office initiatives to foster fair and open competition and to inform industry audiences of potential business opportunities. Prepare, write, update and maintain outreach and marketing materials that are used throughout all facets of the Public Affairs Program for PEO-EIS and/or the Program Office, and in particular used as part of the outreach activities. Responsible for the completion of several high level reports to include program reports to Chief of Naval Operations (CNO) and the Assistant Secretary of the Navy Research Development and Acquisition. Update of the Naval Enterprise Network New Hire Orientation Briefing and manage the monthly Program Management Review meeting agenda.
Requirements:
- Participate in weekly meetings in support of program office requirements
- Manage the development of a Strategic Communications Plan
- Attend the Program Management Review (PMR) to take record meeting minutes
- Develop/design and disseminate weekly newsletter, the “NAVY Networker”
- Manage/write white papers as required
- Assist in the analysis and implementation of conference venues
- Prepare, write, update and maintain brochures and product fact sheets
- Provide conference support for industry interaction events as directed by the program office

DESCRIPTION OF DUTIES
- Provide Systems Engineering support to effectively assist the Government in delivery and sustainment of warfighting capabilities in support of the Air Force’s Space and Missile Systems Center (SMC). These duties include:
- Support development of and evaluate/assess solicitation products such as work statements, acquisition plans, technical readiness assessment, contract data artifacts, technical requirements/compliance documents, evaluation criteria, etc. for technical rigor, adequacy, completeness
- Assist in scoping, planning and preparing for conduct of system development and sustainment related tasks, integration activities, and products
- Advise government on identification and assessment of foundational requirements (both operational requirements and mandated constraints) that apply to the program and system
- Assist in evaluating mission concept and architecture products, mission analyses and studies, and foundational requirements to initiate systems definition and development
- Provide integration technical inputs to the Acquisition Strategy (AS), Test and Evaluation (T&E), and Data Management (DM) strategy
- Assist in performance of system and interface requirements management, control activities and interoperability implementation that cuts across the Operator/User community, Contractor(s), System Program Office (SPO) and other organizations
- Establish and maintain a risk management process to identify, manage, analyze, implement mitigation plans, and track all risks
- Support systems sustainment planning tasks, such as, mission analyses, requirements definition, functional analyses, trade studies, modeling and simulations, system integration, architecture development, test assessments, design reviews, survivability analyses and risk management
- Contribute to engineering activities required in support of architecture views development, requirements development, design reviews and technical forums
- Assess system modifications, enhancements, maintenance and advanced program and technology insertion plans to evaluate and report potential impacts on current and future systems, operational concepts and architectures
BASIC QUALIFICATIONS
- Master’s degree in Engineering, Management, Business or Computer Science. An equivalent combination of education and experience may be considered.
- Minimum of fifteen (15) years of experience in acquisition and management of National Security Space (NSS) programs with at least five of those years in an information assurance or cybersecurity environment
- Broad knowledge of SMC organizational missions and acquisition management, program management, contracting, budget/finance/cost estimation principles and methodologies. Knowledge of DoD cybersecurity instructions, policies and guidelines; logistics; systems security engineering and operational support planning
- Proficient in the standard Microsoft Office toolset, including MS Project, schedule assessment tools, acquisition strategy planning and documentation
- US Citizenship with an active DoD Top Secret Government clearance and SCI eligible. (Applicants selected will be subject to a Government investigation and must meet eligibility requirements to obtain/retain a DoD TS/SCI Government clearance.)

Certifications such as Professional Engineer (PE) or Project Management Professional (PMP) desired
