In a highly uncertain strategic environment, the ability to use the
majority of the world’s surface, and reach most of its population makes
maritime forces those of choice for the world’s main actors and their
allies – and surface warships are key components of such forces. Their
need to police the oceans against the dual threats of terrorism and
piracy make surface warship programmes a crucial and indispensable part
of the future maritime environment.

*** Miles Wiley sends: The Washington Post reported that Colonel Marv
Harris passed away on December 9, 2011, after a long illness. Donations
can be given to the MOAA Scholarship Fund.

Ned’s comment: Marv Harris was at the Air Force’s Public Affairs office
when I was working for the DoD news desk. He was a familiar face
passing through the news desk area, always with a smile and never too
self-important not to share something we needed to know. In retirement
he ran the very successful Military Officer magazine, which I receive as
a member of the Military Officers Association of America.

*** This is cool video of the F-35 VSTOL variant launching and
recovering onboard USS Wasp. This is a terrific capability. The
unknown at this point is how to manage the exhaust heat on the flight
deck.

*** The Surface Navy Association (SNA) Scholarship program is an annual
activity that SNA is very proud to offer to our members’ dependent
children and spouses for undergraduate and graduate education. The
academic achievements of our scholars are impressive and our current
year’s renewal GPA (for those asking for a second through fourth year of
support) was 3.64.

An SNA Scholar receives an academic scholarship based on demonstrated
leadership, community service, academic achievement and commitment to
pursuing higher educational objectives. Our criteria require that an
applicant be a child, stepchild, ward or spouse of a current SNA member
who is a Surface Warfare Officer or Enlisted Surface Warfare Specialist
or Officers and Enlisted members of the Coast Guard who’ve earned a
permanent Cutterman’s pin, with three years of sea time.

With humble beginnings in 1995, with one scholarship for $500, we now
award over $120,000 per year to 60 total individuals. In fact, since
2002 we have provided nearly three quarters of a million dollars in
scholarship support to our members and families.

This past year, SNA received over 50 applications and was able to award
scholarships to 17 of these outstanding new applicants. With your help,
we can continue to grow this exceptional program. SNA is currently
accepting donations for the scholarship fund online at:

The Surface Navy Association greatly values any donation and all
donations are tax deductible as SNA is a 501(c) 3 organization. As an
example of the financial clout we can have together, if every member

of the families of our nation’s Surface Warriors.

Duties

As part of the support to full life cycle testing and integration the
contractor shall assist the Government and provide support for the
following tasks:

. Support testing at development contractor facilities and at
operational sites or test facilities as required by the Government.

. Participate in the creation, recommendation, administration,
and review of test and evaluation entrance and exit criteria for
architecture and program level control gates.

. Review test plans and other test related documentation and
provide adequacy feedback to the Government and the development
contractors, as required.

. Review and assess testing results, to include technology

. Review Discrepancy Reports (DRs) for detailed descriptions and
technical evaluations and provide feedback to the development

Qualifications

Skills/SME Required (M=Mandatory; D=Desired):

. (M) Excellent oral and written communication skills

. (M) Ability to work independently and as a team member under
tight deadlines with changing priorities

. (M) An understanding of the NGA system security accreditation
process and the DoDIIS Certification process

management

organizations and their operational site customers

. (D) Demonstrated understanding of the R&D geospatial
